New progress of customs environment in CMHI Western Shenzhen Port

Time:12-03-19

Shekou Customs approved to extend the current operation model of “container allocation” to CCT and SCT. That means released unladen export containers can be allocated freely among CCT, SCT and the Qianhaiwan Free Trade Port Area without handling customs-transfer formalities. The trial run is effective from 7th March, which remarks new enhance of customs environment in CMHI Western Shenzhen Port.

CMHI Western Shenzhen Port consists of three main operation areas, SCT, CCT and the Qianhaiwan Free Trade Port Area, which don’t converge due to geographical distance. Complicated customs-transfer procedures are required for flow of goods among the three main areas, restricting further improvement of port customs environment. Shekou Customs has been in exploration and practice for years, and brought forward the conception of “independent operation, integrated management”, targeting to achieve free circulation of cargo among different port operation areas in CMHI western Shenzhen port.

To further improve the customs environment, Shekou Customs on the one hand adopts the operation model of ”container allocation" instead of "trans-customs" to avoid handling complicated formalities. On the other hand, Shekou Customs makes full use of the gate device, the electronic gate control equipment, container number recognition, container e-locked, GPS positioning, CCTV and other "electronic fence" means to ensure effective supervision.

The conception of “independent operation, integrated management” breakthroughs the bottleneck of the geographical distance, achieves resource sharing and thus a smooth and effective interaction of different operation area.
