At 0 AM on 2007-12-7, new Shipping Empty Container System for Effective Customs Clearance succeeded in coming into use. This new system is switched from the edition year 2003 after updation. According to the policy that pre-declaring, risk-analyzing, releasing ocean container’s arrival, verification after departure, this deployment will improve the service and effective inspection release for below operation: empty container temporary inbound, empty container re-outbound, empty container relocation and so on. This new system wipes off the previous restriction on the timing of pre-declaration. Under the mode of 24 hour EDI pre-declaration, the velocity of empty container can be advanced, moreover carrier can more conveniently organizing the re-allocation for all kinds of empty containers. On one hand, customers can reduce the cost of container re-allocation; on the other hand, the system can make port operation of empty container more convenient.
